Symptoms
1. APEX 19.1 and ORDS 19.1 in an 18.0 DB
2. Navigate to Instance Administration>Manage Instance> REST Administration Interface > Enable Service after I click on this button I get
ORA-20000: APEX_INSTANCE_ADMIN_USER cannot be REST-enabled. ORDS.ENABLE_SCHEMA must be called by a DBA.
