Oracle Access Manager 12c (OAM 12.2.1.3.0) Federated Logout Fails with System Error

When attempting to logout of OAM when there has been a federation during the user session, an OAM server error is returned.
While the OAM session is killed, subsequent federated login attempts may fail. Reviewing the OAM diagnostic log we see errors similar to the following:
