OID 11g - OID Server Fails to Start with Errors ORA error 3113 , ORA-12528 and ORA-12514 as Seen in oidmon.log file (Doc ID 2561140.1)

Symptoms

On : 11.1.1.9.0 version, OID LDAP Server

NOTE: Hostnames used are for demo purpose only.
> On DR where there is single node OID, it is up and running and hostname is "oiddr.oracle.com".
> On DC they have two OID nodes, oiddc1.oracle.com and oiddc2.oracle.com, which are down.

When attempting to start the OID services
the following error occurs.

The issue can be reproduced at will with the following steps:
1. Run below command on both DC OID nodes.

./opmnctl startall
