Symptoms

On a WebLogic Server 12.2.1.3.0 with OPatch 13.9.4.2.0 version installed.
Not able to uninstall WebLogic Server 12.2.1.3.0 after running ./deinstall.sh command within <ORACLE_HOME>/oui/bin directory as described in Uninstalling documentation.
It fails with

The distribution cannot be removed because it is required by: OPatch 13.9.4.2.0.
