OWB To ODI Migration Fails With Database Connection Error (Doc ID 2562088.1)

Information in this document applies to any platform.
The setowbenv.sh/setowbenv.bat has not been run from the ORACLE_HOME/owb/bin/unix or win32 directories. Running this file sets up the OWB environment, including the ORACLE_HOME pointing to the OWB 11.2.0.x ORACLE_HOME. It does not modify the path however.

Symptoms

When attempting to run the migration utility, the following error occurs.
