Imaging Servers Diagnostic Log Is Not Getting Created (Doc ID 2564219.1)

Symptoms

The Imaging Servers diagnostic log is not getting created. 

The Imaging server out log shows the following error. 

ERROR

INTERNAL_ERROR: incident 84 created with problem key "ODL-52050 [ODL][LoggingConfiguration]" oracle.odl
INTERNAL_ERROR: unable to read logging configuration from file '<Domain_Home>/config/fmwconfig/servers/IPM_server1/logging.xml'; exception: oracle.core.ojdl.logging.LoggingConfigurationException: ODL-52050: unable to process file '<Domain_Home>/config/fmwconfig/servers/IPM_server1/logging.xml', XML parse exception (line: 1, column: 61): org.xml.sax.SAXParseException; systemId: file:<Domain_home>/config/fmwconfig/servers/IPM_server1/logging.xml; lineNumber: 1; columnNumber: 61; cvc-elt.1: Cannot find the declaration of element 'logger'.
