On : 12.2.1.2.0 version, WebCenter Sites

ACTUAL BEHAVIOR
---------------
en-US.js is not being found on one of our networks, causing display issues.

When accessing WebCenter Sites via the loadbalancer, Menu items are displayed as follows:

"dvin/Comman/Logout"                      instead of  "Logout"
"UI/Forms/Content"                            instead of  "Content"
"dvin/Comman/New"                         instead of  "New"
"dvin/Comman/Edit"                          instead of  "Edit"
"UI/Insights/Menu/ContentAudit"     instead of  "ContentAudit"
