While running UA upgrade assistant to upgrade OIM 11.1.2.3 version to 12.2.1.3 version, its failing with:

ERROR
-----------------------

The issue can be reproduced with the following steps:
1. Binary Upgraded.
2. Running UA upgrade throws error
