Error 1722- Unable to Install JDK on Microsoft Windows Server 2008 R2 (Doc ID 2564596.1)

Oracle WebLogic Server - Version 12.1.3.0.0 and later
Java SE JDK and JRE - Version 7 and later
Microsoft Windows x64 (64-bit) - Version: 2008 R2

Symptoms

Running jdk-7u80-windows-x64.exe to install JDK on Microsoft Windows Server 2008 R2. But the JDK installer can't be completed due to the following error -
"
Error 1722.There is a problem with this Windows Installer package. A program run as part of the setup did not finish as expected. Contact your support personnel or package vendor.
"


Same error persists even if installing other version of JDK         

Followed  <Document 2511077.1> to reset windows file system, but exception persisted.
