After APEX Upgrade WWV_BIU_FLOW_FILE_OBJECTS is Invalid (Doc ID 2564991.1)

Symptoms

Case 1: Upgraded to apex 19.1, WWV_BIU_FLOW_FILE_OBJECTS Trigger becomes INVALID  and hence some of the APEX functions were not working as expected.

             For example, it is not possible to import applications using the APEX GUI.

Case 2: After upgrading to APEX 23.1, WWV_BIU_FLOW_FILE_OBJECTS Trigger becomes INVALID with the belwo Error

             Errors for TRIGGER FLOWS_FILES.WWV_BIU_FLOW_FILE_OBJECTS:

             LINE/COL           ERROR
             --------              -----------------------------------------------------------------
             5/9 PL/SQL: Statement ignored
             5/9 PLS-00201: identifier 'WWV_FLOW_FILE_API.G_FILE_INSERTED' must be declared

             6/9 PL/SQL: Statement ignored
             6/9 PLS-00201: identifier 'WWV_FLOW_FILE_API.G_FILE_INSERTED_COUNT' must be declared"
