Portal Navigation Bar Localization Corrupted After Applied Bundle Patch 12.2.1.3.190114 (Doc ID 2565492.1)

Symptoms

After applying Recommended patches according to Doc ID 28953192.8, localization is no longer working as it will always display default locale for Navigation Bar.
If Default Locale of portal is set to Arabic, it will always display Navigation Bar in Arabic ignoring user locale settings.

Fix added for Bug: 28370848 - NAVIGATION MENU TASKFLOW DOES NOT RESPOND WHEN SWITCHING THE LANGUAGE is affecting navigation translation
