"ORA-21700: Object Does Not Exist Or Is Marked For Delete" After Upgrade To 12.2 for Mod_plsql Application (Doc ID 2566474.1)

Symptoms

When have a working mod_plsql application. After upgrading to 12.2  one critical piece of code is getting the following error:

Failed to execute target procedure ORA-21700: object does not exist or is marked for delete
ORA-06512: at "XXXXXXX.YYYYYYYYY", line 46
ORA-06512: at line 33


The same query runs successfully in SQLPlus against the same database.

This same error also occurs when using Oracle REST Data Services as the PL/SQL gateway for the application.

Changes

 Upgraded the database.
