ODI Studio - WORKREP/Test Connection HANGS - "The repository seeding version is less than the client version." Error in Log (Doc ID 2567419.1)

Symptoms

After installing ODI 12.2.1.3.0 and after creating the repository with RCU tool, when trying to test the connection to the work repository, the test connection never finishes, but hangs indefinitely.
The only solution is to kill the session.
