Turkish Character wrongly displayed in Textfield (Escape Special Characters) (Doc ID 2568051.1)

Symptoms

On : 18.2.0.00.12 version

Turkish character problem on textfields. When we query data with Turkish character from database, text field in apex text-field doesn't show characters properly.

For example "ABCÇDEFGĞHIİJKLMNOÖPRSŞTUÜVYZ" appear as
"ABCÇDEFGĞHIİJKLMNOÖPRSŞTUÜVYZ".

SQL Developer and TOAD has the output as expected.
