Entitlement Requests For Multiple Users Result In Unnecessary Provide Information Tasks (Doc ID 2568345.1)

Symptoms

Using Request for Others with a single user selected: The accounts associated with selected entitlement(s) are added to the cart and the expected requests and approval tasks are generated with all of the request details included.

Using the same entitlement(s) if you submit a request using Request for Others with two or more users added to the request, the accounts associated with the entitlement(s) are not added to the cart.  When you hit Submit, there's a popup with:

One or more users will need additional access to be granted before the request can be completed. This will be done automatically. This message is for informational purposes only.

The ProvisionEntitlement request stays in Status Request Awaiting Child Requests Completion and one or more of the child requests show a Status of  Request Awaiting Dependent Request Completion and have the Depends on Request ID populated.

In addition to the expected requests and approval tasks, additional Provide Information tasks have been generated.  Simply hitting Submit on the tasks is sufficient to allow the requests to complete without issue.
