Forms error message FRM-41367 is thrown when running tab disable twice using SET_TAB_PAGE_PROPERTY.

Patch from <Note 2366973.1> FRM-41367 when Using set_tab_page_property has already been applied.

Upgraded Forms from 11g to 12c.
