Unable to login to UI due to the error -- java.net.MalformedURLException (Doc ID 2570444.1)

Symptoms

On : 12.2.1.3.0 version, WebCenter Sites

Re-installed production environment successfully but when attempting to login to the UI it is redirecting back to the Login page
and the following error is noticed in log

java.lang.RuntimeException: java.net.MalformedURLException: no protocol: http//{hostname:port}/sites/ContentServer?pagename=fatwire/wem/sso/ssoLogin
at com.fatwire.security.common.SecurityRemotePost.securePost(SecurityRemotePost.java:102)
