FRM-40734: Internal Error: PL/SQL Error Occurred when Calling the to_clob() Function from Forms

Symptoms
1. Using Forms 12.2.1.2.0 with a 12.1.0.2 DB.
2. Applied CPUAPR2018 to 12.1.0.2 DB.

3. After the patch, calling the to_clob() function remotely from Forms results in this error:
FRM-4073:Internal Error: PL/SQL error occurred.
4. Problem does "not" occur in following situations:
a. if call is made from a Forms local program unit.
b. if call is made from sqlplus.
c. if using Forms 12.2.1.3.
d. if CPUAPR2018 is rolled back.
