After Upgrading Oracle HTTP Server to 11.1.1.9 SSL Connection to WebLogic Fails with Error "Failure of Web Server bridge" and "wl_ssl_open failed. Failed to initialize secure connection" (Doc ID 2573369.1)

Symptoms

After upgrading Oracle HTTP Server from 11.1.1.7 to 11.1.1.9, while accessing application deployed in WebLogic, it fails with the below error:

Failure of Web Server bridge:
No backend server available for connection: timed out after 10 seconds or
idempotent set to OFF or method not idempotent.

Request flow is as below:
Client -- HTTPS --> Oracle HTTP Server ( mod_wl_ohs ) -- HTTPS --> WebLogic Managed Server(s)
