WebLogic OPatch Goes into a Loop (Doc ID 2573958.1)

Symptoms

Run Opatch "apply" command  with '-report' to apply Weblogic 12.1.3 July 2019 Patches.  But patch process still goes into a loop.  Have to CtRL-C to quit the opatch process. 

Same result persists when running same opatch command without "-report".
