FRM-92010 After Upgrading Forms From 11.1.2.2 To 12.2.1.3 (Doc ID 2575341.1)

Goal

Receiving FRM-92010 error when launching any form:

For example:
  http://<HOSTNAME>:<PORT>/forms/frmservlet?config=myconfig


Even going to a Forms application that doesn't exist, The error is the same:
  http://<HOSTNAME>:<PORT>/forms/frmservlet?config=non-existing


The frmservlet fails as well:
  http://<HOSTNAME>:<PORT>/forms/frmservlet
  
This was a Forms/Reports 11.1.2.2 to 12.2.1.3 upgrade. Everything seems to have gone well, except for this.
