Attempting to Edit the Portal Never Enters Edit Mode or it shows ADF_FACES-60096 PopUp Errors

Symptoms
Unable to edit a Portal.
The following behavior is observed:
- Editing in Chrome.
It seems to do something for a second, but never enters the actual edit mode.
The Log shows ADF_FACES-30120 error. - Editing in Firefox.
When attempting to edit a a page it shows constant popups of ADF_FACES-60096 errors.
Cannot actually edit anything because pop ups keep occurring. - Editing in IE 11.
When attempting to edit a a page it shows a popup with ADF_FACES-60096 error.
ERROR
In all cases for all browsers there is a call to the same page in the portal diagnostic log as follows:
Request URI : /webcenter/portal/oracle/webcenter/page/scopedMD/<PORTAL_GUID>/<PAGE_NAME>.jspx
Save :false
Save and close confirmation :false
Save and label :false
Close confirmation :false
Close : false
After the above then it comes an ADF error like this for FireFox edit:
And this for Chrome or IE browser edit:

The portal managed server access.log shows a call to the same page at the time of editing followed by a call to an image in content server which causes a redirect to WCPageNotFound.

STEPS
The issue can be reproduced at will with the following steps:
- Go to the affected portal.
- Enter Edit Mode and try to edit the affected page.
Here you will see the page can't be edited.
Changes
WebCenter Portal was upgraded from 11g to 12c.
The portal having issues is a Legacy Portal created in 11g release.
