OSB Servers Throw Error "OSB Validate action failed validation" For MTOM (Doc ID 2576888.1)

Symptoms

On : 12.2.1.2.0 version, OSB Core Functionality

OSB servers throw error for MTOM

OSB server was deployed with OSB project that expects MTOM messages.
Pipeline configuration has option 'XOP/MTOM Support' set to 'Include Binary Data By Reference'.
When sending MTOM message to service, OSB returns:
