Latest OPatch Failed With Message "Java (1.6) Could Not Be Located. OPatch Cannot Proceed!" (Doc ID 2577553.1)

Symptoms

Need to install patch for Oracle GoldenGate which require latest OPatch version to be used.
Both OPatch.11.2.0.3.21 and OPatch.12.2.0.1.17 fail with message

[oracle@exappd01vm01 OGG]$ opatch version
Java (1.6) could not be located. OPatch cannot proceed!
OPatch returns with error code = 1

However, older version OPatch.12.2.0.1.6 succeed with no problem:

[oracle@exappd01vm01 OGG]$ opatch version
OPatch Version: 12.2.0.1.6

OPatch succeeded.
