Webgate Edithttpconf Crash On Windows Environment (Doc ID 2577687.1)

Symptoms

On : 12.2.1.3.0 version, Admin of iAS Web Server

ACTUAL BEHAVIOR
----------------------
Customer installed webgate and as part of deployment executed the Edithttpconf script to configure the webgate..

Installed Oracle Http Server on new machine with Windows Server 2016 64 bit. After installing, during webgate deployment to run the  edithttpconf as said in instruction, a pop up shows "EdithttpConf.exe has stopped working" and the windows event viewer has logs :

EXPECTED BEHAVIOR

Need to be able to run Edithttpconf without issue to successfully configure Webgate with the OHS on windows server machine.
