Inconsistent "propagate" Permissions Behavior when using the Content UI (Doc ID 2577696.1)

When using the Content UI the folder propagation has the following issue

Customer performed the following tests: -- one as an administrative account, and one with a "standard" account. They are applying permissions from a portal where the account is a creator/moderator,

Scenario: We have a folder, in the folder is a subfolder (that has a file) and a file:

Dummy root folder
  |
  |___dummy_subfolder
  | |
  | |___dummyfile2
  |
  |___dummyfile1


Action: Propagate permissions from the folder ("dummy root folder"), we chose some users and roles (oid groups).

Result:,
1) administrative account: we see the permissions applied downwards, looks successful
2) standard account: we do not see the permissions applied on either the subfolder or any of the files.
