Classic extract abends with OGG-00303 and DBLOGIN doesn't work (Doc ID 2578315.1)

Symptoms

1) OGG classic extract is abended with below error although all the required privileges are granted :
2019-08-15 12:07:08  ERROR   OGG-00303  Unable to connect to database using user gg_extract. Ensure that the necessary privileges are granted to the user.
Login to the database as user gg_extract failed because of error.

2019-08-15 12:07:08  ERROR   OGG-01668  PROCESS ABENDING.
2) DBLOGIN doesn't return any message that indicates "Successfully logged into database."
