Why do some Lines in LineItems Section not Require Unit Price, and Quantity in Line Total Validation while other Lines do Require Quantity and Unit Price?

Goal
Some lines require the Unit Price and Quantity to validate that line's Total, but other lines on the same invoice do not require the Unit Price and Quantity in the Total calculation? Why is this the case?
