Alternative solution for patch 28287174

After applying patch 28287174 in order to solve an issue on previous SR regarding adding some security problems regarding sftp requirement changes customer notices that the non secured ftp connection started to fail for encryption on transfers for MFT, before applying this patch no issues where observed

Upon using a simple test case to move a file from source to target and encrypting the file as a pre processing activity this fails with

MFTException [threadName=JCA-work-instance:JMSAdapter-102, errorID=bb889b24-8d4a-4978-b9fc-e6b8ad02b331, errorDesc=MFT-4205_Error while encrypting the payload using PGP., cause=exception encrypting session key]

Logs show

Customer rolled back the patch in Dev and all PGP encryption are working fine. They cannot roll back the patch in Prod as it will cause errors in some transfers as well.

The issue can be reproduced at will with the following steps:
1. create transfer with file base source and target
2. add encryption in the target as pre processing activity
3. transfer fails with mentioned error
