Admin Server and Managed Server not Starting with "weblogic.descriptor.DescriptorMacroSubstitutor" Error (Doc ID 2579591.1)

On Node1, Admin server and one of the managed server are not starting due to below error. Another managed server on Node2 started without any issues.

AdminServer log shows below exception:

Applied latest PSU patch.
