Unable to Login to WebCenter Portal Cloud Services After Configuring Oracle Identity Cloud Service

Symptoms
Unable to login to WebCenter Portal Cloud Services after configuring Oracle Identity Cloud Service.
ERROR
After providing the user credentials a blank page is displayed.
Refreshing the page shows this error:
Error 403--Forbidden
The managed server diagnostic log shows the following errors:

The issue can be reproduced at will with the following steps:
- Configure WebCenter Portal Cloud Services.
- Confirm you can login to WebCenter Portal and Content Server.
