JNLP Application Launch Fails after Installing JDK 12 (Doc ID 2580899.1)

Symptoms

After installing JDK 12.0.2, a custom JNLP application no longer works. Clicking on the option to run the JNLP application as a standalone application flashes up a black screen which immediately disappears (blip) and nothing else happens.

The application last worked with Java SE 8u221, but that version was uninstalled during the JDK 12 installation.
