OSB Deployments Ends With Error OSB-381607 (/sftpconfig.xmk Missed) (Doc ID 2581624.1)

Symptoms

We are facing up with the issue with deployment OSB application from JDeveloper:
[06:39:23 PM] [OSB-381607]Error encountered while parsing the transport provider configuration file /SftpConfig.xml: java.io.FileNotFoundException: (No such file or directory)

The issue is replicated for any application which uses sftp transport as input or output.
This issue prevents us for deploying new application and freezes the testing plan.
