ORDS 19.1 Fails When Trying to Use the TNSFormat Option - Db.connectionType Tns

Symptoms
ORDS has been configured to use TNSFormat similar to what is described in: Note 1393379.1 Can Oracle REST Data Services / Oracle Application Express be Configured to Run on a RAC Database using: db.connectionType tns
When using TNSFormat, ORDS fails with a 503 error and the message:
"The connection pool named: apex is a template pool and cannot be connected to directly"
When using the basic configuration (example below), ORDS runs successfully:
<entry key="db.hostname">my_db_server</entry>
<entry key="db.port">1521</entry>
<entry key="db.servicename">my_service_name</entry>
