Workstation Client fail to Start with Error LIBTUX_CAT:6921 (Doc ID 2583034.1)

Symptoms

On : 12.2.2 version, getting one strange issue when test the SSL with workstation client and WSL, get error LIBTUX_CAT:6921 in workstation client only when created the wallet and used on the same day, when server run and use the same setup next day  don't get any error.  NZ trace log stop around below line in client side and see below error in client ULOG, NZ log is not generated in server side and no entry in ULOG.
