Generating WebServices Yields "No WSDL Document Could Be Found" (Doc ID 2586945.1)

Symptoms

An update process is being made to upgrade some Web Services using Weblogic 12.1.3.0 and JDeveloper 12.1.3.0 to edit and deploy the application code.
However, when trying to add a Web Service to the application using the WSDL, an error is shown saying that the WSDL does not exist.

"No WSDL document could be found at <WSDL_URL>"
