Rest API 12c Multiticket (Doc ID 2587158.1)

Symptoms

When accessing the REST API (using code based on the sample in Doc ID 2240729.1) the encrypted multiticket does not work.  Encountering the following error:

[ERROR] [] [oracle.wcsites.wem.sso.cas.filter] [tid: <tid>] [userId: <anonymous>] [ecid: <ecid>] [APP: sites] [partition-name: DOMAIN] [tenant-name: GLOBAL] Multi ticket passed in request header is different from request parameter
