OID 11.1.1.9 SSL Mode 2 ldapbind failing "Unable to open wallet" (Doc ID 2587530.1)

Symptoms

OID 11g : 11.1.1.9.0

Database: 11g installed on same server and set as  OID repository.

Setup OID 11g as SSL mode 2 (Server Authentication) using self sign certificate following note:

Testing ldapbind command fails with "Unable to open wallet":

./ldapbind -h <OID_HOSTNAME> -p <LDAP_SSL_PORT> -D cn=orcladmin -w <PASSWORD> -U 2 -W "file:<DIRECTORY_WALLET_LOCATION>" -P ""
Unable to open wallet
