CSDT Eclipse Plugin "Sync" Button Does Not Work (Doc ID 2589187.1)

Symptoms

On :  12.2.1.3.0 version, WebCenter Sites

After installing the CSDT plugin from Sites 12.2.1.3.0 JSK into Eclipse, when clicking the CSDT sync button, the sync screen fails to load and see error in Eclipse UI and log.

Running on Mac (mojave), Eclipse 4.4 (aka Luna), and JSK 12.2.1.3.0 CSDT 12.2.1.184264)

Eclipse UI and log shows following error:

The issue can be reproduced at will with the following steps:
1. add CSDT from 12.2.1.3.0 JSK to Eclipse
2. click CSDT sync button

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot use CSDT to sync content between Eclipse and Sites
