Issue with SSL Timeout for Large Transactions, Error is "AH03490: scoreboard is full" (Doc ID 2590485.1)

Symptoms

When sending bulk requests to OHS for Web Services processing the HTTP Server is reporting timeouts. An error is logged several times in the instance log file.

AH03490: scoreboard is full, not at MaxRequestWorkers.Increase ServerLimit.
