Fusion Apps - UCM UI shows inconsistent search results when compared to the ODTU SearchTool (Doc ID 2593183.1)

Symptoms

ISSUE
-----------------------
User(s) logged into UCM via a browser are seeing different search results as opposed to the Oracle Document Transfer Utility (ODTU)'s SearchTool program using same credentials.


ERROR
-----------------------
None


STEPS TO REPLICATE
-----------------------
1. Log onto UCM in a browser.
2. Do a search on ContentId like 'UCMFA0' (substring search)
3. This brings a search result page.

4. Now use the same user from above to execute following ODTU cvommand:
Ex: java  -classpath "oracle.ucm.fa_genericclient_11.1.1.jar:$MW_HOME/oracle_common/modules/oracle.jrf_11.1.1/jrf-client.jar" oracle.ucm.idcws.client.SearchTool --url= https://<POD_NAME>.fs.<Country_ID>.oraclecloud.com/idcws/ --username=xxx --password=xxx --policy=oracle/wss_username_token_over_ssl_client_policy --dDocName%=UCMFA0 (Here --dDocName%=UCMFA0: dDocName contains substring UCMFA0)

5. Notice that the results are significantly different from step# 3.
