SOA Composites Are Not Accessible With <BEA-000000> <ContainerId infra is not up!> (Doc ID 2593341.1)

Symptoms

When testing SOA composites via the EM console, the below error is seen :

"Failed to read WSDL: HTTP connection error code is 503. "

and the logs show below error :

<Error> <oracle.integration.platform.faulthandling.bulkrecovery.BulkRecoveryJob> <BEA-000000> <Fabric life cycle: Server is not running>
<Warning> <oracle.soa.resequencer.MEDIATOR.threadpool> <BEA-000000> <ContainerId infra is not up, waiting...>
<Warning> <oracle.soa.resequencer.MEDIATOR.strategy.besteffort> <BEA-000000> <ContainerId infra is not up!>
<Warning> <oracle.soa.resequencer.MEDIATOR.strategy.besteffort> <BEA-000000> <residual check will be done in next iteration because containerId infra is not up...>
