Upgrade of Opatch on Windows Resets Permissons of ODI ORACLE_HOME (Doc ID 2593656.1)

Symptoms

After upgrading the OPatch version as instructed by an Oracle Data Integrator (ODI) 12.2.1.3 patch, the Windows 10 "users" group is no longer assigned to the ODI ORACLE_HOME. 

Changes

The OPatch patching tool was upgraded from version 13.9.2.0.0 to 13.9.4.2.0.
