Some Users Are Not Able To Log Into Webcenter Content

Information in this document applies to any platform.
This can occur with any 11g or 12c version of Webcenter Content.
Some users on an LDAP server that the WCC domain connects to are able to log into the WCC.
Some other users on that same LDAP server are unable to log into the WCC.
About these users unable to log into the WCC:
It's validated their user name and passwords are correct.
They are able to log in to other enterprise applications using the same LDAP user credentials.
This issue occurs (and reproducible) in all browsers.
There is nothing wrong with the users' PC or network. Those users are not able to login from another PC.
The LDAP admins confirm those user accounts are valid.
They aren't locked out by Weblogic.
