Symptoms

Installed and configured Oracle Forms and Reports 12c (12.2.1.3), and see a high usage of CPU on a Windows Server 2016.

Windows Task Manager Performance tab showing high CPU utilization. 81% on 2.39 GHz

Windows Task Manager Process tab showing:

- WLS_FORMS taking 25.8% CPU and 902.2 MB memory    
- WLS_REPORTS taking 23.5 % CPU and 936.4 MB memory
