ADF Model /JBO Tester Failing to Show Up (Doc ID 2596720.1)

Goal

On JDeveloper 12.2.1.3.0, ADF Model Tester is not able to run an application module. No message is shown in the log panel, no error popup. The UI simply does not show up.
