Symptoms
When attempting to apply a WebLogic Server PSU, a repeating "Cyclic dependency detected among featureset libraries" error occurs on various jar files.
OPatch log snippets where you can see different "Caused by" implicating different jar files:

This is initially seen with July 2019 PSU, <Patch 29814665>, but is not suspected to be limited to this, it may be something new introduced.
It has been checked that OPatch was upgraded with OPatch 13.9.4.2 and OUI is at version 13.9.4.0.
All processes are stopped.
