Capturing Diagnostic image does not work as described.
Configuring Diagnostic Image Captures
Note:
It is often useful to generate a diagnostic image capture when a server fails. To do so, set a policy to evaluate to true when the server's statechanges to FAILED; then associate an image action with the policy.
The Java EL policy expression is as follows:
(wls.runtime.serverRuntime.state == "FAILED")
