NullPointerException: When Assigning Business Rule Dictionary To SOA Compsite Migrated from 11g to in 12.2.1.3 Jdev (Doc ID 2597730.1)

Symptoms

When using JDeveloper 12.2.1.3 and editing a SOA composite created in Jdev 11.1.1.9.0 to create business rule dictionaries in a bpel process is failing with the following error

java.lang.NullPointerException
at oracle.tip.tools.ide.bpel.v1.plugins.plugins.oracleext.graph.editors.rule.RuleEditPage.loadCopyPages(RuleEditPage.java:519)
at oracle.tip.tools.ide.bpel.v1.plugins.plugins.oracleext.graph.editors.rule.RuleEditPage.loadAssertPanels(RuleEditPage.java:1418)
at oracle.tip.tools.ide.bpel.v1.plugins.plugins.oracleext.graph.editors.rule.RuleEditPage.actionPerformed(RuleEditPage.java:891)

Have reviewed the following KM note: "OIM11g: Unable to Select "WorkflowSelection" Dictionary when Editing a Rule in JDeveloper": <Document 1684394.1> but have not helped resolve the issue

Steps to reproduce:

1) Edit or open SOA composite from 11g version in 12.2.1.3 Jdev.

2) Try creating business rule dictionaries in a bpel process and it will fail.
