WLS 12.2.1.x: Oracle Maven Plugin Does Not Sync Wlthint3client.jar (Doc ID 2598304.1)

Symptoms

When trying to sync WLS 12.2.1.x JAR libraries with a central custom Maven Repository via below command 

mvn -s ${MVN_REPOSITORY_DIR}/../settings.xml com.oracle.maven:oracle-maven-sync:push -DoracleHome=${ORACLE_HOME} -DdryRun=false -DserverId=${SERVER_ID} -DoverwriteParent=true -DpushDuplicates=true -DretryFailedDeploymentCount=1 -DfailOnError=true

But the JAR ${ORACLE_HOME}/wlserver/server/lib/wlthint3client.jar does not get pushed to repository.
